Is New York's Proposed Licensing of Illegals Fair?

The following article offers an interesting perspective on the administrative policy change initiated by New York's Governor Spitzer to allow illegal aliens to apply for drivers' licenses.  Apparently, he feels that it will provide better documentation of their locations and status.  Others feel that it is discriminatory.  Here's another perspective:

Editor's note: As of November 14, 2007, Governor Spitzer has decided to withdraw his proposal!  It seems he was met with an overwhelming amount of opposition and his popularity suffering a dramatic decline in the polls.  This is why it is so important to make your voices' heard.
